If you really want to do this you can use DigitalOcean, upload the CentOS 6 ISO and be good to go. Just be sure to lockdown access to it via the DO firewall, if you need to create a large group of these, pop it in a project group, though, I would recommend to be safe, make sure the CentOS 6 VPS has just internal access, no internet, add a bastion host to get to the CentOS 6 host and add an HAProxy to the mix to control inbound/outbound access for the CentOS VPS so it has to go through a modern VPS to get to the internet if you need it.
Bastion Host Internet connected -> CentOS 6 VPS (Internal access only)
CentOS 6 VPS -> HAProxy -> Internet
As most providers should not be providing unsupported operating systems as options to new and existing customers and require the customer to load them if older operating systems are needed which is standard practice.
